An Opel Movano emits more CO2, nitrogen oxides, and particulate matter as a commercial vehicle or van than a passenger car. This was the reason for the cabinet to abolish the exemption for vehicles with a gray license plate starting in 2025.
From that year onwards, the BPM will be calculated based on CO2 emissions (just like for passenger cars). This amounts to 66.90 euros per gram of CO2. Therefore, it will quickly result in ten to twenty thousand euros in taxes.
